School Context Urangan State High School is a co-educational school located in Hervey Bay in Education Queensland's Wide Bay South District and has been servicing the community of Hervey Bay since 1992. Hervey Bay city has continued its strong growth with the population skyrocketing from some 30,000 in 1991 to almost 50,000 in 2004. Industrial growth is also matching population growth, particularly in tourism, service industries, retailing and light industries. We could not be he school we are today without the relationships and partnerships that have been developed and continue to be enhanced with our wider community. We greatly appreciate the support of our Parents & Citizens Association, Aboriginal Student Support and Parent Awareness Committee, and School Council as these various committees play an integral role in involving parents in decisions about their child's education at Urangan State High School. The school, working with the peak bodies mentioned, in looking to the future is committed to: * Enhance curriculum offerings / Quality teaching and learning in our classrooms * Distinctive approaches to schooling (International Schools Program, Information Communication and Technology) * Safe and supportive environment * Continued community satisfaction with Urangan State High School. * Motivated, skilled and professional workforce.
Students Enrolment During 2004, enrolment peaked at 1518 students attending the school in Years 8 to 12.

The school enrolled 174 (11%) new students in 2004 and 221 (14%) students' left during the year. These changes make for quite a mobile school population.
Annual Highlights 2004 has once again seen Urangan High support, participate and excel in all aspects of school and community life. Highlights of 2004 include: Cultural > Annual Gala Concert > Rock Eisteddfod "Where the Wild Things Are" > Instrumental Music Program > Sonic Blast Talent Quest > MAD Music, Art, Drama Workshops for Year 8 students > Debating & Public Speaking > Honours awarded to all Tournament of Minds teams > Performances with Professional Musicians Sporting > Success in Vicki Wilson Cup Netball competition > Queensland Bike Ride participants > 3 Australian Futsal Representatives > 4 Queensland Representatives > 8 Queensland Country Futsal Representatives > 75 Wide Bay Representatives Academic > 15% (20 students) of our Year 12 O.P. eligible students (128) attained an O.P. between 1 and 6. > Regional participant in 2004 Showcase Award for Excellence > Large cohort of students completing School Based Traineeships and Apprenticeships. > Success with new curriculum structure and subject offerings > External studies and links with University of Southern Queensland
ANNUAL OPERATIONAL REPORT
LEARNING Performance Targets achieved in 2004: * Planning and implementation has commenced with identified strategies in place to improve Year 9 literacy levels to a standard that allows students to make satisfactory progress at school. * On the international front the school continues to be a major partner in the development of Education Hervey Bay, linking all educational institutions (government and non government) with Hervey Bay City Council to fulfil our ambition to provide excellence in learning to not only Australian students but for students from all areas of the globe who chose to study in Hervey Bay. * 63% of Year 12 students achieved a sound or better level of achievement across three (3) or more QSA Authority A subjects. * The school has implemented strategies that are now accepted part of school practice that targets intervention to improve leaning outcomes for all students. * 71% of parents and 73% of students surveyed were satisfied that students are getting a good education at Urangan State High School. * 46% of students surveyed were satisfied with the way computer technology is used for learning. * The retention rate of students commencing their studies in Year 8 and going on to complete their studies in Year 12 was 70% in 2004. * 37% of Year 12 students awarded a senior certificate also attained an Australian Qualifications Framework (AQF) Level 1 or higher certificate.
SCHOOLS Performance Targets achieved in 2004: * School planning documentation provides clear direction regarding implementation strategies to increase community access to school facilities and further the enhancement of Urangan State High School as a hub for community activities. * 86% of parents / caregivers surveyed were satisfied that Urangan State High School is a good school. * 79% of students are continuing across the key juncture of Year 10 to Year 11 at Urangan State High School. * Efficient and effective financial and resource management is accepted as part of school practice. The distinctive nature of Urangan High has been highlighted by: (a) Continuing to be a major partner in the Education Hervey Bay alliance, (b) Developing Urangan High & Hervey Bay as a centre for international students. (c) Providing alternate pathways through Fraser Coast Training Employment Skills and Services (TESS), the Great Alternate Program (GAP) for students at risk, USQ for tertiary program links, S.I.T.E. for student traineeships and apprenticeships with local employers, and having staff representation on peak bodies such as Chamber of Commerce.
SCHOOL WORKFORCE Performance Targets achieved in 2004: * 15% ($36,690) of the general component of the school grants budget was expended on learning and development of school staff in 2004. * 72% of school workforce was engaged in learning and development opportunities in 2004. * 60% of school workforce is satisfied with access to learning opportunities that relate to school and systemic initiatives. All staff had the opportunity throughout 2004 to participate in professional development opportunities. The school's Professional Development Committee recommended staff's learning and development opportunities that supported the strategic direction of the school in relation to Teaching & Learning, Relationships, Information Communication Technologies, Managing School Behaviour and International Students.
SCHOOL COUNCIL REPORT The School Council met on a regular basis to receive and to consider reports on a wide variety of operational and strategic matters. They included: * Annual Operational Plan and Budget * Partnership Agreement * Literacy Plan * Curriculum Plan * Managing School Behaviour Report * School Survey Findings * ICT for Learning Agreement * Triennial School Review * Education Plan for Hervey Bay The discussions at these meetings ensured that Urangan State High School was on target meeting the requirements of the Annual Operational Plan and Budget for the year. Furthermore, the council was able to monitor the strategic direction of the school with careful consideration of the above-mentioned plans prior to approval. The School Council continues the tradition of providing strategic direction for our school ensuring that students develop to their maximum potential.
Priorities / Future Directions The major issues and recommendations to come from our review process throughout 2004 to form the basis of our 2005 Annual Operational Plan priorities are as follows: 1.
