School Context
Urangan State High School is a co-educational school located in Hervey Bay in Education Queensland's Wide Bay South District and has been servicing the community of Hervey Bay since 1992. Hervey Bay city has continued its strong growth with the population skyrocketing from some 30,000 in 1991 to around 50,000 in 2005. Industrial growth is also matching population growth, particularly in tourism, service industries, retailing and light industries. We could not be the school we are today without the relationships and partnerships that have been developed and continue to be enhanced with our wider community. We greatly appreciate the support of our Parents & Citizens Association, Aboriginal & Torres Strait support group, and School Council as these various committees play an integral role in involving parents in decisions about their child's education at Urangan State High School.

The school enrolled 159 (10%) new students in 2005 and 239 (15%) students' left during the year. These changes make for quite a mobile school population.
Students and Achievements
The school's performance data shows that of the students exiting Urangan State High School over the past 5-years in Year 12, who are O.P. eligible, 10% received O.Ps in the 1-5 range and 23% received O.Ps in the 6-10 range. Data also shows that on average 76% of Year 12 students achieve a pass rate in subjects on their Year 12 certificate. The Next Step Destination Survey conducted in 2005 of 2004 Year 12 school leavers showed the following pathways undertaken by our students:

2005 has once again seen Urangan High support, participate and excel in all aspects of school and community life. Highlights of 2005 include:

Academic
- 194 students awarded a Senior Certificate
- 94% of Year 12 students applying for a tertiary place received an offer.
- 57% (74 students) of our Year 12 O.P. eligible students (129) attained an O.P. between 1 and 15.
- 120 Year 11 & 105 Year 12 students undertook structured work placements during 2005.
- 88 students participated in vocational placements as a mandated part of their VET course.
- 21% of our Year 12 students exited with a Senior Certificate and with one or more VET qualifications.
- 78% of Year 12 students who exited with a Senior Certificate were O.P. eligible or attained VET qualifications.
- Success with new curriculum structure and subject offerings, whereby students gained the subjects and courses they wanted and there were minimal changes to students subject / course plans.

ANNUAL OPERATIONAL REPORT
LEARNING
Performance Targets achieved in 2005:
- The school has strategies such as a Language Centre, modified curriculum and learning support embedded in practice to improve Year 9 literacy levels to a standard that allows students to make satisfactory progress at school and targets intervention to improve learning outcomes for all students.
- On the international front the school continues to be a major partner in the development of Education Hervey Bay, linking all educational institutions (government and non government) with Hervey Bay City Council to fulfil our ambition to provide excellence in learning to not only Australian students but for students from all areas of the globe who chose to study in Hervey Bay. During 2005 the school attained Education Queensland International (EQI) accreditation to offer and implement programs for international students.
- 70% of Year 12 students achieved a sound or better level of achievement across three (3) or more QSA Authority A subjects.
- 71% of parents and 65% of students surveyed were satisfied that students are getting a good education at Urangan State High School.
- 60% of students surveyed were satisfied with the way computer technology is used for learning.
- The retention rate of students commencing their studies in Year 8 and going on to complete their studies in Year 12 was 67% in 2005.
- 19% of Year 12 students awarded a senior certificate also attained an Australian Qualifications Framework (AQF) Level 1 or higher certificate.
SCHOOLS
Performance Targets achieved in 2005:
- School planning documentation provides clear direction in relation to increasing community access to school facilities and furthering the enhancement of Urangan State High School as a hub for community activities.
- 77% of parents / caregivers surveyed were satisfied that Urangan State High School is a good school.
- 89% of students are continuing across the key juncture of Year 10 to Year 11 at Urangan State High School.
- Efficient and effective financial and resource management is embedded as part of school practice.
The distinctive nature of Urangan High has been highlighted by:
- Continuing to be a major partner in the Education Hervey Bay Alliance,
- Developing Urangan High & Hervey Bay as a centre for international students.
- Providing alternate pathways through Fraser Coast Training Employment Skills and Services (TESS), the Great Alternate Program (GAP) for students at risk, USQ for tertiary program links, S.I.T.E. for student traineeships and apprenticeships with local employers, and having staff representation on peak bodies such as Chamber of Commerce.
SCHOOL WORKFORCE
Performance Targets achieved in 2005:
- 15% ($33,940) of the general component of the school grants budget was expended on learning and development of school staff in 2005.
- 77% of school workforce was engaged in learning and development opportunities in 2005.
- 62% of school workforce is satisfied with access to learning opportunities that relate to school and systemic initiatives.
- All staff had the opportunity throughout 2005 to participate in professional development opportunities. The school's Professional Development Committee recommended staff's learning and development opportunities that supported the strategic direction of the school in relation to Teaching & Learning, Relationships, Education Training & Reform Initiatives, Middle Schooling Initiatives, Positive School Behaviour and International Students.
SCHOOL COUNCIL REPORT
The School Council met on a regular basis to receive and to consider reports on a wide variety of operational and strategic matters. They included:
- Annual Operational Plan and Budget,
- Triennial School Review,
- Positive School wide Behaviour Support Program,
- School Survey Findings, and
- Education Plan for Hervey Bay
The discussions at these meetings ensured that Urangan State High School was on target meeting the requirements of the Annual Operational Plan and Budget for the year. Furthermore, the council was able to monitor the strategic direction of the school with careful consideration of the above-mentioned plans prior to approval. The School Council continues the tradition of providing strategic direction for our school ensuring that students develop to their maximum potential.
Priorities / Future Directions
The major issues and recommendations to come from our Triennial School Review planning process and data gathering of 2005, has the school's focus, direction and priorities for the 2006 - 2008 School Strategic Plan as:
- Teaching and Learning - highlighting Education Training & Reform and Middle Phase of Learning
- Relationships - highlighting Positive School wide Behaviour, International Partnerships,Community Partnerships and Student Services
- Professional Learning - highlighting Professional Learning Communities, Mentoring, and Professional Development
